Background:
May 15, 2021, the City Council of the City of Brooklyn Center (“City”) adopted Resolution No. 2021-73, a resolution adopting the Daunte Wright and Kobe Dimock-Heisler Community Safety and Violence Prevention Act (“Act”).
The Act required the City to create a Community Safety and Violence Prevention Implementation Committee (Implementation Committee), which was created on February 28, 2022.
Since February 28, 2022, the Implementation Committee has conducted regular meetings, consulting with experts to gather data and consider City
Code amendments, ordinances, resolutions, policies and guidelines with regard to public health-oriented approaches to community safety.
In September, 2022 the Committee developed and prepared policy recommendations regarding traffic stops and consent searches.
In June, 2023 staff made recommendations to the City Council regarding traffic stops and consent searches based upon review of the recommendations made earlier by the Implementation Committee. Following staff’s presentation the Council directed staff to bring back a resolution adopting a policy for traffic stops and consent searches based upon Council discussion consensus during the June meeting.
In October 2023, staff presented a resolution adopting traffic stop and consent search policies for the Brooklyn Center police department. Following staff's resolution presentation the Council directed staff to schedule a meeting with all parties (Staff: BCPD, OCPHS, Legal, and Administration, City Council members, Implementation Committee Members) and bring back to council a resolution adopting traffic stops and consent search policies based on the joint discussion. This meeting was held on November 9, which included all parties.
